IPS Marks 46 Years of Independent Policy Research, Calls for Strengthened National Discourse

Islamabad (Wednesday, May 28): As public policy research in Pakistan continues to face challenges from vested interests, donor agendas, and politically influenced narratives, the Institute of Policy Studies (IPS) reaffirmed its commitment to principled, non-partisan, and value-driven research during its 46th anniversary commemoration in Islamabad.

The session reflected on the vision of IPS’ late founder and patron-in-chief, Prof. Khurshid Ahmad, while highlighting the Institute’s contributions over the decades and its future strategic direction in shaping Pakistan’s policy landscape.

The event was attended by IPS Chairman Khalid Rahman, Ambassador (r) Syed Abrar Hussain, Dr. Waqar Masood Khan, Prof. Dr. Anis Ahmad, Prof. Dr. Ijaz Shafi Gilani, Bashir Janmohammad, Ameena Sohail, and other IPS associates.

Speakers emphasized the critical role of independent research institutions in bridging policy, academia, and national discourse. Since its founding in May 1979, IPS has provided evidence-based, context-driven policy analysis, addressing key governance challenges through research, publications, and dialogue.

Participants highlighted concerns over the growing emphasis on research quantity over quality amid global geopolitical shifts and post-truth narratives. They warned that unless institutions like IPS continue to offer unbiased, intellectually independent platforms, long-term national interests could be compromised.

Despite these challenges, speakers also pointed to new opportunities for research organizations that uphold strategic foresight, narrative clarity, and intellectual independence. IPS was recognized as a model institution that has made consistent contributions to national policy thinking for nearly five decades.

Khalid Rahman emphasized that IPS’ journey embodies institutional perseverance and a commitment to shaping Pakistan’s intellectual and policy landscape. He reaffirmed IPS’ dedication to maintaining research excellence while adapting to evolving political and social contexts.

Looking ahead, Rahman called for greater support for independent policy institutions, stressing the need for platforms capable of fostering critical discourse, developing strategic ideas, and advancing long-term policy planning free from short-term political influences.

Ambassador Abrar Hussain elaborated on IPS’ vision, rooted in Prof. Khurshid Ahmad’s concept of intellectual self-reliance, ethical scholarship, and public service. He urged stakeholders to uphold this legacy in light of modern governance and research challenges.

The event also showcased IPS’ journey through a special presentation, highlighting major milestones, thematic evolution, notable publications, and expanding engagement with national and international audiences.

IPS continues to champion policy research that shapes strategic, ethical, and forward-thinking governance, ensuring Pakistan’s policy discourse remains rooted in intellectual independence and long-term national priorities.
